Philadelphia provided a quick response after Washington scratched for a pair of runs in the top of the ninth to forge a 2-2 tie.
Brandon Marsh singled to lead off the inning against Kyle Finnegan (3-6) and advanced to second on a throwing error by Alex Call. The Phillies quickly loaded the bases before Turner plated Marsh with an RBI single to left field.
Turner recorded his second straight strong performance after collecting three hits, two runs and two RBIs in Philadelphia's 13-3 romp on Thursday in the opener of the four-game series.
J.T. Realmuto had an RBI single and threw out two baserunners trying to steal. The three-time All-Star catcher thwarted Juan Yepez's bid to steal a base to end the second and James Wood for the first out in the sixth.
Nick Castellanos had an RBI single in the third for the Phillies, who have won three in a row overall and seven of eight against Washington this season.
Carlos Estevez (2-4) was credited with the win despite permitting two runs on three hits in one inning.
Jose Tena capped a run of three straight singles to trim Philadelphia's lead to 2-1 in the ninth, and pinch runner Nasim Nunez scored on a fielder's choice to forge a tie.
Wood recorded three hits for the Nationals, who have lost three in a row. Washington left nine men on base and went 1-for-9 with runners in scoring position.
Turner singled against Washington starter Patrick Corbin to lead off the third and advanced to third following a walk and a double play. Castellanos brought Turner home with a single to left field and promptly stole second base before scoring on Realmuto's single to center.
Corbin gave up two runs on seven hits in 4 1/3 innings, issuing two walks and striking out a pair.
Phillies starter Aaron Nola tossed 6 2/3 scoreless innings, scattering seven hits and two walks while striking out four.
